The Gungan High Council (also known as the Gungan Rep Council) was the governing body of the Gungan people on the planet Naboo. This council was led by a boss and was based in the High Board Room in Otoh Gunga. The council and the Gungan people were represented by junior representative Jar Jar Binks in the Galactic Senate.
