Howzer was a Clone Captain who was active on Ryloth in the early days of the Galactic Empire. He served alongside Twi'lek freedom fighter Cham Syndulla in the waning days of the Clone Wars and continued to work with him after the war's end. He served the Empire on Ryloth until he saw the treatment of Cham and his family. Struggling with his conscience, he helped the Syndullas escape and disavowed his allegiance to the Empire, rallying several troopers of his squad along with him.
Howzer and the eight of his men who stood with him were arrested for dissidence and taken to a clone prison on Balmorra. Only four of them, including Howzer, survived long enough to be transferred to a secret facility on Wayland. En route to the facility, Howzer was rescued by a group of rogue clones led by Echo, who boarded the Gozanti-class freighter they were on and freed them from Imperial custody.

Howzer wore Phase II Clone Trooper Armor painted with teal stripes. A teal pauldron adorned his right shoulder, and he carried a DC-15S blaster carbine and DC-17 hand blaster in combat.
