Isdain was a human male who served as a Moff within the Galactic Empire. He was one of several high-ranking officers in the Imperial Military who attended a presentation by Morgan Elsbeth aboard an Imperial Star Destroyer over Coruscant. Elsbeth presented her design for a new and improved model of TIE Fighter equipped with shields and hyperdrives. However, Isdain rejected her design for being too expensive, interested only in controlling her planet's abundant resources.
Isdain then dismissed Elsbeth back to her world so they could prepare for the Empire's arrival. However, Isdain was later overruled by Admiral Thrawn, who accepted Elsbeth's offer and began production of her fighter design.
